Server version: MINECRAFT DEDICATED SERVER SOFTWARE FOR UBUNTU (LINUX) 1.20.80.5

Normal Survival world.
Standard server and client versions.
Two players logged in.
When playing on dedicated Linux server version 1.20.80.5, after about an hours time, hostile and passive mobs stop spawning.
Stopping and re-starting the server does not immediately fix the issue.
It's unclear on how to start mobs spawning once more.
This has occurred through multiple server and client versions and remains on current version 1.2.80.
