fortune work on 2 block tall flowers

      when using fortune enchanted tools to break 2 block tall flowers, such as peony, sunflower and rose bush. The drop of flowers increase by up to 2 per fortune level, to a maximum of 7 per flower, which then can be replanted and harvest for more flowers
